April 5th, 1976 homeowner would be paying about $30.00 on his taxes for garbage collection, under the separate charge, for the balance of 1976 at least, he would be paying only $24.00 and this, in his view, does not constitute an injustice to the homeowner. Alderman Thompson pointed out that a discussion of the mill rate reduction wes brought in to do away with fears that there would be an additional charge, and stated that the budget would not be prepared, in- cluding the $24.00 charge, and then afterwards cut the mill rate - because as with other utilities - the charge is necessary for operation; further, there is nothing in the By-law that says there will be a 2-mill reduction; however, he stated he felt the separate charge was very fair in that it identifies for the general public the cost of providing garbage collection, and that the charges imposed may be waived for those not requiring this service. Alderman Laking inquired of the City Administrator whether or not he had advised him that a mill rate could not be set and then show a $24.00 deduction from taxes, and following a reply from the City Administrator that this was correct, as to do so would be like making a grant, Alderman Laking pointed out that the By-law will remove garbage collection from the mill rate for general taxes and provide for a special charge to be made therefore; thus resulting in a lower mili rate.
