Present were Alderman Thompson, Aiderman Mabbett, Chief Building Inspector Nick Chernoff and Ross Dunbar Fire Prevention Officer. The Committee discussed a number nf items and the following are for the information of Council. 1. Bel Air Manor Plans and comments have been received from the Fire Marshal's office and the Chief Inspector will be able to issue a building permit provided that the owner is prepared to make modifications to the building and meet fire standards as recommended by the Fire Marshal's office and our by-laws. The Committee have agreed that a permit should be issued under these circumstances. They have suggested that where tenants must be evicted to permit reconstruction that sixty days notice be given and that construction be completed five months after. 2. Landlord and Tenant Act The Committee is still investigating this item. There has been an Intermunicipal meeting on the topic and there may be a need for a further meeting before a report is submitted to Council. 3. Provincial Building Standards Council will recall that the Provincial Government instituted compulsory adopt:ion of the National Building Code. This was instituted by the previous Provincial Government and has been followed through by the current Government to provide a uniform building standard throughout the Province. When this move was made approximately a year ago the City objected in view of the fact that it took away our authority to pass amendments to the by-law to meet local conditions. Adhering to the Code will bring about a lowering of residential construction standards and it would appear that commercial standards would increase to the point that renovation of many of our commercial buildings in Port Coquitlam would not be permitted. These anomalies were taken care of in our previous Building By-law by certain amendments to the Code to meet local standards. We no longer have authority to make these amendments. The Conmittee will be reviewing our position with the City Solicitor and will be submitting our comments to the Department of Municipal Affairs go that they are aware of these problems. veae/2 ebro re
