Janna Taylor, Parks & Recreation Director and Larry Wheeler for items S 6 6 Item No. 1 Lions Park — Beatings Junior Secondary The Committee reviewed the request, from Hastings J micr Secondary, for a band concert in Lions Park. Recommendation That permission be granted, to Hastings Junior Secondary, to have a concert in Lions Park. Item No. 2 School District ff43 — Liaison Committee The Committee reviewed the Narch 21, 1991 minutes of the liaison committee. Committee protocol — Alderman Gordon indicated that the committee should be open to the public. The Parks 6 Recreation Committee concurred with Alderman Gordon. b) Item S 3 Adventure playground guidelines for funding. The Parks & Recreation Committee does not support the concept of setting aside S2,500 to $ 3,500 for school adventure playgrounds. Hyde Creek Cent~a — Reference to 1991 Sudget The Parks & Recreation Director reported that the 1991 budget has not been submitted to the district and furthermore that the 1990 budget had already been paid by the school district. As reported, at an earlier Parks & Recreation Committee meeting, the developer has now agreed to pay 75K of the cost to upgrade the park to a standard that the Ci.ty finds acceptable. Then the Committee discussed a complaint from a Nrs Rutherford; who claims that her yard i.s being flooded with water from the park. The Parks & Recreation Director informed the Committee that the City, (Engineering Department), and the developer have had dealings with Nrs. Rutherford. This has been over various other issues However, the and the City Solicitor was involved. Director did not know the details of the previous matters. Recommendati.on: Alderman Nike Thompson will contact Nrs. Rutherford outlining the fact that the City will be doing work on the park in the next few weeks. This program is consistent w1th what 1s being done in several other communities. An Access Card program will allow individuals to obtain the assistance they need while maintaining the1r self worth. It is also possible that the munic1pality may generate some additional ievenues To improve access from this program. Recommendations: That the Parks and Recreation Committee adopt the Access Card program in pr'nclpal; and 2) That the Parks and Recreation Comm1ttee request staff to quickly work out the logistics of implementing th1s program, and that the related procedures be brought back to the Conimi ttee for cons1deration. Purpose/Problem: The purpose of this report is to provide 1nformation and a recommendation for cons1deration by the Parks and Recreation Committee regarding "access" tc department sponsored drop-in programs, for people who require flnanclal assistance. Background Information: This issue has been discussed for the last several years without being resolved in a satisfactory manner. The issue revolves around finding the best method of effectively providing access to community drop-in programs for individuals requiring financial assistance. APR 2 3 1991 In the past, free tickets have been issued through a variety of communl ty and government agencies. In the Spring, 1990 a public meeting was held for special need indiv1duals and advocates. The highest priority concern at this meeting was the need for an Access Card in our community. Many other commun1ties lincluding Coquitlam) currently utilize this system. Alternatives: Three alternatives were evaluated: Issue free t1ckets for swimming and skating. 1) 2) 3) 1) Everyone pays the regular admission fee. Issue Access Cards. Issue free tickets for admiss1on to public swimming and skating. Advantages: * Users do not have to pay and therefore accessibi)ity is 1mproved immensely. Tickets would be more easily accessed if we distr1buted them at the recreation centers. Participation may incre-se slightly Disadvantages: * We would lose control of who the recipients of the free tickets were if they were distributed at the recreation centers. An individuals self-worth may be compromised, because they do not have to pay. * We would lose all revenue related to these 1ndivlduals partlcipat1on. This alternative may prove to be difficult to administer 2) Have everyone pay the regular admission fee. Advantages: There would be no "perceived" loss of revenues.
