June 16th, 1975 to the proposal and to the request of that organization for a grant-in-~aid to assist in the cost of lessons, equipment, etc. Alderman Thompson commented that the City does subsidize sports, arts & crafts, etc., within the recrea- tion programme, and suggested that the band could be assisted in this way. Alderman Mabbett pointed out that the Council's policy will not allow a grant to be given towards a band under the sponsorship of the Legion; however, Acting-Mayor Alderman stated his understanding that the pclicy can be waived. Alderman Laking suggested that the Leisure Activities Committee investigate the proposal and report back to Council, and he proposed the following motion: Moved by Alderman Laking: Seconded by Alderman Keryluk: That the Leisure Activities Committee investigate the ramifications of including a Youth Pipe Band in the Recreation Programme and repovt back to Council thereon. Carried. The City Clerk then advised of a delegation in attendance regarding the proposed construction of a duplex on Mary Hill, and on ivvitation of Acting-Mayor Alderman Tr-.>ulay, Mr. Bill Colley, 1463 Eastern Drive, acted as spokesman for the group and advised that the owner of a house at 1434 Columbia Avenue is commencing to convert the same to a duplex; however, it has been found that the structure, when completed, will bleck the view of the residents at the rear. Alderman Laking advised he had discussed the matter with the Building Inspector and ascertained from him that the conversion conforms in every way with By-law requirements. Moved by Alderman Laking: Seconded by Alderman Mabbett: That the City's Zoning By-law be amended to include the following provision: "That the City reserves the right to reject any design of duplex conversion that does not conform to the area" if legally possible. Carried, Prior to passage of the foregoing resolution, a discussion ensued and the City Clerk commented that while design can be controlled through sideyards, .cont yards, and rear yards, he did not think the design of a building meeting all requirements can be controlled. Mr. Colley advised that the owner of the building would not discuss his plans with the neighbouring residents, and Alderman Laking suggested that the City Solicitor be asked for his comments on the matter. /3.
