The Public Works Committee considered the attached memorandum from the City
Engineer and felt that the construction contract should be awarded to the
lowest bidder, J. Cote & Son Ltd. and that the engineering services for the
field inspection, contract administration and as-built drawings for this
project should be awarded to Civic Consulting Ltd. who has completed the

design and tendering for this project.
