is a listed project in our Development Cost Charge Program and | would
expect that the full cost of the work could be taken from the
Development Cost Charge Fund. The project should also qualify tor a
Department of Highways 50% Revenue Sharing Grant.

| have attempted to provide a very rough estimate of the amount
of the design time required for these various projects. Normally at
this time of year we would be working on some of the capital project
designs for the following year. This year, however, has been
particularly difficult for the department due to an accident to the
Design Technician and jury duty for the Assistant Engineer, to say
nothing of the time which was spent In bringing the South Pitt River
Road Water and Sewer Projects and agreements to the construction
stage. We therefore have very tittle design work done for next year
and can anticipate that, with the many other things which will come up
during the year, we will not be able +o complete these projects. .

. The Committee recommended that the Mary Hil! widening be
designed by Consultant... There are severa! reasons why this Ts
considered to be the most practical approach. First of all, we do not
have the level of specialization In this department to do the kind of

work which would be required. The design would Include a solls

investigation for slope stability and possibly retaining wal!

structures. These elements would need to be done by a Consultant In.

any casa. Secondly it .ls Important to get thts design done quickly
and hopefully get an early start on construction In the new year since

the longer the Bypass is open, the more traffic will develop on Mary
Hill. Road. It would be almost Impossible to do any construction while

the road remains open so the sooner {t+ Is done the less traffic wil!
be used to taking that route. A Consultant can concentrate his: forces
to complete the design In a short time whereas we would have to spread
our time over a number of projects and therefore. greatly delay this.
