City Admin., From the City Administrator, April llth, 1980 cdvising of a draft ‘Apr 11/80 re ‘Flashing Signs. of an amendment to Sign Regulation By-law No. 1661 to permit flashing signs and advising if Council wishes the proposed By-law No. 1749 could 5 } be given the first three readings. Moved by Alderman Keryluk: Seconded by Alderman Mabbett: That By-law No. 1749 be read a first time. Prior to the question being called on the foregoing resolution discussion ensued. Alderman Keryluk stated in his opinion the proposed by-law amendment would be difficult to administer. Alderman Cates spoke against allowing flashing signs and Alderman Wright stated in his opinion owners of buildings and stores should use lighted signs but not flashing signs. Alderman Mabbett spoke in favour of allowing Flashing signs. Alderman Ranger spoke against flashing signs stating in his opinion it would be a step backward and 1eminded Council. that new signs as well as existing signs would be affected and that the Council could be discriminating against businesses in other areas. Alderman Traboulay spoke in support of flashing signs and also spoke in favour of getting some input from the public on thelr feelings regarding flashing signs.
