November 8th, 1976 Moved by Alderman Laking: Seconded by Alderman Ranger: That as recommended in a report from the Finance Committee, November 5th, 1976, the City of Port Coquitlam adopt a By-law similar to that now in force in the City of Vancouver regulating business firms that deal in discounting of Income Tax Refunds. Carried. Prior to passage of the foregoing resclution, Alderman Keryluk pointed out that the area of income tax is a Provincial and Federal ‘jurisdiction, and that municipalities should not become involved with problems in that regard. Alderman Laking stated that while he agreed with the comments made by Alderman Keryluk in principle, if the Federal and Provincial Governments take no action, the municipalities should, and with those gentiments, Alderman Traboulay stated he agreed, as did Alderman Thompson, who further commented he did not think business firms such as Income Tax Discounters were needed in Port Coquitlam. From the Finance Committee, November 5th, 1976, recalling the fact that the sum of approximately $8,000.00 was set aside in the 1976 Budget to cover the City's share towards construction of a Headquarters building in Abbotsford for the Fraser Valley Regional Library, and advising that the Director, Mr. W. H. Overend has asked that the Council consider transferring this amount to the 1977 Budget as construction of the building did not get underway in 1976. Carried. From the Planning & Zoning Committee, November 4th, 1976, concerning a meeting held with Mr. Don Buchanan, Planning Director for the District of Coquitlam, on the proposed H.A. Roberts’ industrial development at the City's boundary West of Bedford Street, and advising Mr. Buchanan had pointed out that not only are uses such as junk-yards or open storage facilities not permitted in the District's regulations for the M-1 Industrial Zone, the project will be required te proceed by way of a Development Contract to ensure its quality. It was also mentioned in the Committee's report Mr. Buchanan advised that the development is slated for a Public Hearing on November 25th, but that there would Fin.
