~2- 2. - For the purposes of this By~law, garbage, ashes, refuse and other noxious, offensive, unwholesone and discarded matter are hereby referred to as "“yefuse materials" and shall be divided into the following classifications: "Ashes" means ashes, cinders and the remains of any fuel after such fuel has been consumed by fire and are not hot at the time of collection. "Garbage" means all waste, animal and vegetable matter originating primarily in home kitchens, stores, markets, restaurants, hotels and other places where food is stored, prepared or served and resulting from the handling, preparation, cooking and serving of foods and which is composed mainly of putrescible organic materials and their natural moisture content; and shall include floor sweepings, crockery, glass, plastic, paper, metal foil and metal having contained food; but shall not include food processing waste from canneries, slaughter houses, packing plants, or similar industries or large quantities of condemned food products, oyster or clam shells, trade waste or rubbish. “Rubbish” combustible (primarily organic) includes paper, cardboard, eartons, wood boxes, excelsior, rags, plastics, cloth, bedding, leather, rubber, grass, leaves, yard trimmings. Non~-combustible (primarily inorganic) includes metals, tin-cans, metal foil, crockery, glass, bottles, other mineral refuse. REGULATIONS. 3. (a) Every owner and occupier of premises within the City of Port Coquitlam shall provide and maintain in good and sufficient order and repair on and for such premises, galvanized iron, plastic or rubber, water-tight recep~ tacles, each being circular in design, provided with handles and tight fitting covers, and having a capacity not greater than two and one-half cubic feet, with a diameter of not more than twenty-four inches and a depth of not more - than thirty inches. No such receptacle shall weigh more than seventy-five pounds, including container and contents when placed for pickup by the Corporatinn’s collection service. (b) There shali be provided on or for such premises at all times, a sufficient number of such receptacles to contain all refuse materials from such premises. . (c) The City Engineer is hereby authorized and empowered to approve and authorize the use of other receptacles than those described in sub-section ‘(a) hereof where special conditions exist. » * .
