Board of Management's recommen “ation " fo that they use a "converted base" as the basis for apportioning the member ‘ aed requisitions in 1985. BACKGROUND & COMMENTS: See attached from the F.V.R.L. The F.V.R.L. levy has for the past seven years been based upon the ratio of the members assessments for Hospital purposes for the preceding year. In 1984 the Hospital assessments changed to actual value from the previous percentage of actual value which varied from 10% on residential properties _ Doe to 35% for utilities consequently there would be substantial changes in i 7 ‘ Members requisitions if the cost sharing remained strictly on Hospital ot , ‘ assessments. f aoe The Board of Managements proposal is to re-apply the previous percentages to the 1984 Hospital assessments to maintain the status quo. The apportionment of F.V.R.L. costs amongst the members can be made on anv ! basis agreed to by the members. For the past seven years the hospital i assessments have been used prior to that a combination of general assess~ ments and population. If the converted base is used in 1985 our F.V.R.L. levy will decrease by $5,841 or 2.25%; however, if we continued to use the hospital assessment base for 1985, our levy would decrease by $13,427 or 5.18%.
