4, There 18 hereby set aside as sceurity for the liability hereby authorized

to be incurred TWO MILLION DOLLARS ($2,000, 000.00) being ‘those parts of unpaid

Taxes due to The Corporation levied prior to the current year and of the taxes

of the current year deemed by the Council expedient to be so set aside.
