MEMORANDUM

Library Construction Committee

Construction of New Library

In July of this year the Council adopted a report from the Library
Construction Committee which recommended that the Committee proceed to interview
Architects and recommend on a choice of Architect to do preliminary work and cost
estimates for referendum purposes, looking forward to a referendum in the Spring
of 1981. ; ;

During the last few months the Committee has met on several occasions
and invited proposals from five Architectval firms that have done work in the
Library field, these were Peter FT. Smith, Architect Burnaby, Paul Smith & Associates
in Vancouver, Ib G. Hansen, North Vancouver, J.R. Buzzell, Vancouver,and Carlberg
Jackson Partners in New Westminster. ‘The Committee received proposals from four of
the above and as a result of interviews with cach of these firms the Committee is
prepared to recommend Ib Hansen te do this preliminary work. <A letter from Mr.
Hansen is attached indicating the work he would undertake for an upset price of
$19,000.00 which would provide the necessary preliminary sketches and estimates to
prepare a referendum. Mr. Hansen has done a number of projects with the Federal
Government. involving both School and Library Construction, he was involved in
designing the Whalley Library Branch for the District of Surrey and later employed
on an extension to the same branch. He has also been involved in a number of other
projects for the District of Surrey and the Surrey Officials have high praise for
Mr. Hansen's technical ability and ability to work with Committees in formulating
a design. Similar good reports were received from any of the references that we
contacted in connection with Mr. Hansen's work. .

if appointed Mr. Hansen would work with the Library Construction Committce
in formulating a design and preparing cost estimates for referendum purposes as the
first phase ef the Library Construction program. The Committee would therefore
recommend the appointment of Mr. Hansen as the Architect to do this preliminary work
up to a maximum of $10,000.00.
