To: Department of Fisheries and Oceans, BC Ministry of Forests, and federal Ministry of Forests ¢ Initiate a program of watershed restoration in British Columbia. The purpose of such a program would be both reforestation and rehabilitation of salmon stocks in watersheds in which either or both resources remain significantly below potential. Funding for rehabili- tation must be clearly identified as such and funds ear-marked for the Salmon Enhance- ment Program should be used for genuine enhancement and not re-allocated for habitat rehabilitation. To: BC Ministry of Advanced Education © Develop appropriate curricula and training facilites to meet the needs of the new combined technologies of silviculture and fish technology necessary in waterhed restora- tion work. OCEAN DUMPING Each year, the federal government issues thirty to forty permits to applicants proposing to dump some three million cubic meters of waste materials in BC coastal waters. Compa- nies will continue to dispose of their wastes at sea so long as this method is less expensive than safe disposal on land. Although ocean dumping is regulated and, to some degree, monitored, funding for research on its effects on the marine life is virtually non-existent, so little is known about its long-term implications. An international agreement in 1990 to end ocean dumping of industrial waste will not help the Georgia Strait region, as most of the wastes dumped here are not strictly classified as “industrial”. To: Environment Canada ° Eliminate all ocean dumping, and with industry representatives and public involve- ment, develop alternatives. ® Carry out ongoing research and monitoring ofall current and historic coastal dumpsites, including the impact of the dumped materials on marine organisms. To: the Government of Canada ° Provide adequate funding to regularly monitor all ocean dumpsites and to carry out research on the impact of dumped materials on marine organisms. j To: Department of Fisheries and Oceans ° Investigate the impacts of ocean dumping on fisheries, and make this information available to the public. . * Use the powers of the Fisheries Act to oppose those ocean dumping applications which are likely to have a detrimental impact on fisheries.
