In framing the new law a main conSideration has been to limit as far as possible this need for recourse the public relief. All citizens therefore who have beached the age of 67 will automatically receive a basic pension of 1,000 kronor (1), without any means test. Married couples will not get a dou-ble pension as hitherto, however, but 1,600 kronor (2). A means .test will be applied to the local cost of living sup-plements, also to payments to wives who are under pension-able age, and invalids’ pensions. If they can prove a need, invalids of any age between 16 — 67 can obtain full pension plus local higher living cost supplements. Hitherto married couples Where the wife had not reached the age of 67 have had to live on a single pension, but under the new law will receive only islightly less than pension payable when both partners are of pensionable age. - Premium payments will amount to about 1 per cent of taxable income. The highest payment is limited to 100 kronor (3) however, and no one may pay less than 6 kronor a year to the pension fund. The new pensions paid localities in Sweden will be the highesit in the areas, it Viill be necessary for the municipality to further supplement the State pensions, and it ås intended that they should actually do so. Local authorities in the higher living cost groups will in any case furnish 30 per cent of the funds for the stat-utory living cost supplements in the lowenit group, and as much as 60 per cent in the highest.
